Notes
  - All matches are played at a tournament in Croatia.
  - The top three teams in the group remain in League A for the Second round, the last placed team is relegated to League B for the Second round.
  - Starting from the current edition of the tournamet, the cycle of qualifiers and final tournament is going to be spread out over an year and a half (spring 2026-summer 2027 for the current edition). Thus each spring 28 FAs would participate at the same time in the Elite round of qualifying for the current calendar year and in Round 1 of qualifying for the next calendar year edition. This is why in effect the FAs are participating with their U18 national teams in Round 1 with the same players entering the U19 age group for the latter stages of the qualifiers and the final tournament.
